Seven European Countries Take Seven Major Measures and Commit to Decarbonization
At the recent Pentateral Energy Forum, which includes Germany, France, Austria, Switzerland, and Benelux, the two largest electricity producing countries in Europe, France and Germany, as well as seven European countries including Austria, Belgium, the Netherlands, Luxembourg, and Switzerland, reached an agreement to achieve decarbonization of the power system by 2035. The Pentagon Energy Forum was established in 2005 with the aim of integrating the electricity markets of the seven European countries mentioned above.
The joint statement of the seven countries pointed out that timely decarbonization of the power system is a prerequisite for comprehensive decarbonization by 2050, based on careful research and reference to the International Energy Agency's (IEA) net zero emission roadmap. Therefore, the seven countries support the common goal of achieving decarbonization in the common power system by 2035, assisting the European power sector in achieving decarbonization by 2040, and continuing on the grand path of achieving comprehensive decarbonization by 2050.
The seven countries also agreed on seven principles for achieving established goals:
——Energy efficiency priority and energy conservation: Where possible, the principle of "energy efficiency priority" and promoting energy conservation are crucial for mitigating the expected growth in electricity demand. In many cases, direct electrification is a regretful choice as it brings immediate benefits to communities, improving the sustainability and efficiency of energy use.
——Renewable energy: Accelerating the deployment of renewable energy, especially solar and wind energy, is a key element in collective efforts to achieve a net zero energy system, while fully respecting the sovereignty of each country in determining its energy structure.
——Coordinated Energy System Planning: Adopting a coordinated and consistent approach to energy system planning in the seven countries can help achieve timely and cost-effective system transformation, while minimizing the risk of stranded assets.
——Flexibility is a prerequisite: in the process of decarbonization, the demand for flexibility, including demand side flexibility, is crucial for the stability and supply security of the power system. Therefore, flexibility must be significantly improved at all time scales. The seven countries agree to work together to ensure sufficient flexibility in the power system of the entire region and are committed to cooperating in developing energy storage potential.
——The role of (renewable) molecules: Confirm that hydrogen and other molecules will continue to play a crucial role in industries that are difficult to decarbonize, as well as their fundamental role in stabilizing decarbonized power systems. The seven countries are committed to establishing and improving the availability of hydrogen to promote a net zero economy.
——Infrastructure development: The infrastructure of the power grid will undergo significant changes, characterized by a significant increase in grid capacity, strengthening the grid at various levels such as distribution, transmission, and cross-border, and making more effective use of the existing grid. The stability of the power grid is becoming increasingly important. Therefore, it is crucial to develop a roadmap to achieve the safe and stable operation of decarbonization power systems.
——Market design that can withstand future tests: This design should incentivize necessary investments in renewable energy generation, flexibility, energy storage, and transmission infrastructure, and allow for efficient scheduling to achieve a sustainable and resilient energy future.
